Can my budgie fly outside?

My friend has like dozens of birds and he trains them all to do free flight. I was against the idea at first until i saw his scarlet macaw fly outside and saw how graceful it was. can budgies fly outside, i have three and i wanted to know are budgies capable of free flying. He has offered to train my budiges for free flight, but can they do it?
