What do you think is the best solution to alcohol related deaths among teenagers?

So many young American adults die every year of alcohol related causes - e.g. alcohol poisoning, homicide, suicide committed under the influence of alcohol. Whereas the Minimum Legal Drinking Age 21 seems not working and is seldom enforced, what do you think would be the best solution to this problem? Should parents be allowed to teach their kids how to drink in he privacy of their house? Should 18-year-old adults be allowed to buy and drink alcohol outright? Should more police officers control and arrest drinkers under 21?
