Why does Sen John Kerry always advocate radical socialist policies for Latin American countries?

Since he has no power here, maybe he's testing the waters as dictator in some junta down south. He thinks he still looks good in a uniform and he can give himself some new medals to replace the ones he threw over the White House fence.
